The D3HUB project team invited Destination Management Organisations (DMO) and other <\/span>stakeholders from the tourism system to participate in interactive workshops and a Europe-wide survey. It was our objective to find out more about the data and information needs of European tourism\u00a0stakeholders\u00a0and\u00a0their\u00a0<\/span>expectations\u00a0towards<\/span>\u00a0a<\/span>c<\/span> European Competence Centre for data-driven <\/span>destination management (D3HUB). More than 70 persons participated in the workshops and 226 took part in the survey, covering all 27 EU countries and all levels of DMOs. Data was collected in the period from April to June 2024.\u00a0

<\/span>Participants in the survey came from various organisational backgrounds. More than half represented DMOs on local, regional, state and national levels.\u00a0 The\u00a0<\/span>participating\u00a0DMOs<\/span> were confident on their data literacy<\/span>: 43% saw themselves ahead of comparable\u00a0 organisations<\/span>,\u00a0only\u00a013%\u00a0thought\u00a0<\/span>that <\/span>they <\/span>lagged<\/span>\u00a0comparable\u00a0organisations.<\/span>\u00a0<\/span>Because\u00a0<\/span>most\u00a0respondents\u00a0came\u00a0from\u00a0the\u00a0<\/span>project partners network\u00a0<\/span>(including\u00a0those\u00a0who\u00a0registered\u00a0on\u00a0the\u00a0project\u00a0website),\u00a0we\u00a0can\u00a0assume\u00a0that\u00a0participants<\/span>\u2019 interest in <\/span>smart, data-driven tourism destination management was above average.

Even\u00a0in\u00a0this\u00a0group<\/span>,\u00a0only\u00a0half\u00a0of\u00a0DMO<\/span>s\u00a0(47%)<\/span>\u00a0reported\u00a0that\u00a0<\/span>they have a smart destination strategy or at least that smart destination <\/span>elements\u00a0are\u00a0in\u00a0the\u00a0general\u00a0destination\u00a0strategy.<\/span>\u00a0<\/span>And even though half of them (48%) make extensive use of destination related data, <\/span>less than one in three (29%) was able to provide KPIs for the organisation. <\/span>Data from official accommodation statistics is reported to be the\u00a0<\/div><\/div><\/div>
most\u00a0used\u00a0and\u00a0perceived\u00a0as\u00a0the\u00a0most\u00a0helpful\u00a0by\u00a0the\u00a0participating\u00a0DMOs<\/span>, followed by data from online marketing activities and reservation or <\/span>booking\u00a0data\u00a0in\u00a0accommodations.\u00a0<\/span>More than half of the DMOs (57%) do not use the Eurostat database on tourism statistics (or do not even know <\/span>that\u00a0it\u00a0exists)<\/span>, other <\/span>data\u00a0sources\u00a0are\u00a0even\u00a0more\u00a0rarely\u00a0used\u00a0or\u00a0completely\u00a0unknown.\u00a0Altogether,\u00a0even\u00a0in\u00a0this\u00a0group\u00a0of\u00a0<\/div><\/div><\/div>
stakeholders\u00a0with\u00a0an\u00a0above-average\u00a0interest\u00a0in\u00a0the\u00a0topic,\u00a0actual\u00a0competence\u00a0i<\/span>s\u00a0moderate\u00a0or\u00a0lower.<\/span><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Consequently, more than 4 in 10<\/span>\u00a0participating\u00a0DMOs\u00a0say\u00a0that\u00a0they\u00a0<\/span>would\u00a0<\/span>need\u00a0<\/span>\u201cmuch support\u201d in all five stages a of a model consisting of “data & statistics”, <\/span>\u00a0\u201ctools\u201d, \u201cexpertise\u201d, \u201cinsights\u201d, and\u00a0<\/span>\u201caction\u201d.\u00a0<\/span>When\u00a0asked,\u00a0which\u00a0formats\u00a0they\u00a0would<\/span>\u00a0<\/span>welcome most, learning from best practices, interactive dashboards, MOOCs, <\/span>webinars\u00a0and\u00a0other\u00a0online\u00a0formats\u00a0<\/span>received<\/span>\u00a0the\u00a0most\u00a0interest.\u00a0<\/span><\/span><\/p>

The\u00a0future\u00a0competence\u00a0centre\u00a0for\u00a0data-driven\u00a0destination\u00a0management<\/span> was discussed in workshops and in the survey. Of course, we wanted to know from the <\/span>participants\u00a0<\/span>if they find such a competence\u00a0<\/span>centre\u00a0a\u00a0good\u00a0idea\u00a0and,\u00a0if\u00a0so,\u00a0which\u00a0kind\u00a0of\u00a0support\u00a0<\/span>they\u00a0would\u00a0expect<\/span>. The first question can be generally answered <\/span>positively:\u00a0<\/span>Most\u00a0experts\u00a0we\u00a0<\/span>t<\/span>alked to in the workshops were in favour of such a competence centre, but there was also scepticism. Arguments were that such a <\/span>competence centre\u00a0<\/span>should be careful to avoid overlaps with already existing initiatives and should focus on community building ans sharing of experiences, but <\/span>not\u00a0be\u00a0reduced\u00a0to\u00a0provide\u00a0just\u00a0another\u00a0<\/span>data platform or dashboard. Also, the competence centre needs to find an answer for varying levels of maturity,\u00a0<\/span><\/div><\/div><\/div>

competence\u00a0and\u00a0expertise\u00a0among\u00a0the\u00a0DMOs\u00a0<\/span>throughout\u00a0Europe.<\/span> Results from the workshops also showed that DMOs are ready to finance services that they<\/span>\u00a0find\u00a0useful.\u00a0<\/p>

At the same time, participants had a clear view of their preferences<\/span> which services a competence centre should offer. Ranked first is, again, “learning from best<\/span><\/div><\/div><\/div>
practices<\/span>\u201d,\u00a0followed\u00a0by\u00a0<\/span>the wish for <\/span>more\u00a0transparency\u00a0in\u00a0the\u00a0<\/span>unclear and sometimes confusing world of data sources, metadata and what do with them.
<\/span>Ranked third is the whish to get support in using data for a sustainable transformation of destinations. <\/span>Workshops\u00a0and\u00a0<\/span>survey were primarily intended to give a solid basis fur further conceptualising the competence centre. This will not be an easy task: Although the <\/span>idea\u00a0<\/span>o<\/span>f such a competence centre is\u00a0<\/span>generally\u00a0welcomed,\u00a0<\/span>it\u00a0will\u00a0need\u00a0to\u00a0find\u00a0a\u00a0balance\u00a0between\u00a0leadership\u00a0<\/span>in the field of data-driven destination management <\/span>and not to interfere with already existing initiatives. Additionally, results\u00a0suggest\u00a0that\u00a0<\/span>potential users require, on the one hand, clear guidance to fill the gaps in their competence portfolio and,
<\/span>on the other hand, <\/span>the\u00a0<\/span>wish<\/span>\u00a0to\u00a0exchange\u00a0<\/span>on\u00a0par\u00a0with\u00a0other\u00a0DMO<\/span>s<\/span> in Europe.<\/span><\/div><\/div><\/div>
